On 16 October 2025, the Covenant of Mayors Ceremony will take place in Brussels, bringing together local and regional leaders from across Europe to reaffirm their commitment to a climate-neutral, resilient and fair future.
Hosted at the European Parliament and opened by European Commission President Ursula von der Leyen, this flagship event will celebrate the vital role of cities, regions and energy agencies in driving the EU’s climate and energy agenda forward.
More than ever, the Covenant of Mayors stands as a living proof that Europe’s climate transition starts locally. With over 10,000 signatories, the initiative has become the largest movement of local governments united in the fight against climate change, working every day to deliver tangible, community-based solutions for a sustainable future.
This year’s spotlight will be on one of the most pressing challenges in the decarbonisation pathway: heating and cooling. Across Europe, local governments are at the forefront of replacing fossil-based systems with sustainable, affordable and innovative alternatives — from district heating networks powered by renewables to heat pump integration and waste-heat recovery.
During the ceremony, several local authorities and energy agencies will be recognised with Covenant Awards for their exemplary projects, showcasing how creativity and collaboration can accelerate the green transition while improving citizens’ daily lives.
Beyond the awards, the event will serve as a space for dialogue and inspiration, where mayors, EU policymakers, and practitioners can exchange on common challenges and solutions — from financing tools and citizen engagement to governance models and resilience strategies.
As Europe faces the dual urgency of climate neutrality and energy security, the 2025 Covenant of Mayors Ceremony is more than a symbolic gathering: it’s a collective call to action — reminding everyone that local ambition fuels European transformation.
